                       At long last, we have the special Business Radio Service authorization
                       for track communications as detailed in L. H. Scott's letter of May 9,
                       1969 and an earlier request (December 17, 1968) from H. Po Bruns of
                       Special Vehicle Development. We believe this is what you had in mind.
                       Please notice the change to Item 1 (c) Emission performed by the FCC
                       offices.

                       Attached please find a temporary-use copy of this document until such
                       time as we can obtain a more permanent plastic laminated copy of the
                       same thing. How many separate systems operating under this license do
                       you contemplate at this point; in other words, how many copies of the
                       certificate will you require and where will they be used, or to whom will
                       they be assigned?

                       Also attached are 1) FCC Bulletin 1097, Notice to Licensees and Operators
                       of Land Mobile Radio Stations and 2) a further document entitled "Public
                       Safety, Industrial, and Land Transportation Radio Services/Manual of
                       Recommended Operating Techniques and Procedures", which details the res­
                       ponsibilities of radio station users as outlined in Bulletin 1097. In
                       addition, please find attached FCC Form 1023, Requirements for Construc­
                       tion of Antenna Towers, which may affect the conditions of this license.

                       Please let us know when the first station(s) of this authorization goes
                       into operation, so that we may submit FCC Form 456, Notification of
                       Completion of Radio Station Construction.
