                          PROPOSED PROGRAM APPROACH


                          1. Guidlines and Assumptions: It is the intent of CHO to offe  hi

                 a complete program, one which will require a minimum amount of super-





                 th  greatest gam. The proposed scop             of work is therefore div ided into

                 several areas of endeavor which          H i  epresents milestones of progress.      At the


                 conclusion of each work phase, meetings w£>uHbe held between CHO and

                 CE to    eview progress and ensure agreement on future work plans. CHO

                would be responsible for all phases of the program from the initial study


                 effort through model design, model fabrication, test conductwa and final

                 report formulation. Tunnel arrangements and any subcontracting would -S


                b e j handled              ■ by CHO.

                          2.     Definition Study: In order to insure that the most information


                will be gained from this program, it is proposed that initially several

                 studies be conducted. First, many dollars can be saved in wind tunnel testing

                through a thorough search of literature to determine the pre               ent state-of-


                the-art. CHO has access to Redstone Scientific Information Center (RSIC),


                 one of the la 4  ge  C D  c-t-  technical libraries to be found in thi  I D  n  ountry. Through

                 it, access can be gained to Defense Documentation Center (DDC), Scientifi                 0

                 T echnical Abstract Review (STAR) and other large governmental agencie                  C D


                which spe ialize in scientific information services. Computer searches will
