     OWNER'S REQUIREMENTS AND DESIGN CRITERIA
                                        ENGINE COOLING WIND TUNNEL
               1• GENERAL
                     Owner's requirements and design criteria compiled in this
                     document prescribe tentative requirements for the design
                    and construction of an Engine Cooling Wind Tunnel to be
                     located at the Chelsea Proving Grounds, approximately three
                    miles south of Chelsea, Michigan, Sylvan Township County
                    of Washtenaw.
                    Requirements and design criteria for the facility are not
                                        «
                     intended to restrict the design by the design agency, but
                    only to summarize desirable features from Chrysler's pre
                    vious experience and studies of the project.
                    Changes to improve operating efficiency or economy of con
                    struction, concept, etc., affecting Owner's requirements
                    shall be reviewed and approved by Chrysler to assure com-
                       lance with Owner's requirements.

                    Introduction
                    A Wind Tunnel, complete with supporting area and associated
                    equipment is required to meet the immediate needs of testing
                    whole car mounted automobile radiators and engine cooling com
                    ponents. Recognizing that there might be some advantages to
                    constructing a multi               use facility, a Preliminary Engineer-
                    ing Study of Engine Cooling/Aerodynamic Testing Wind Tunnels
                    shal1 be required.
